Summary



King County's Department of Community and Human Services (DCHS) provides equitable opportunities for people to be healthy, happy, and connected to community.

The Performance Measurement and Evaluation (PME) Unit is seeking interested internal King County applicants for two Special Duty Assignments (SDA) as Data & Evaluation Managers. One of the positions will be supporting the Housing and Community Development (HCD)'s Housing Stability & Major Initiatives. The other position will support the
Behavioral Health and Recovery Division's (BHRD) King County Integrated Care Network (KCICN).

The HCD Data and Evaluation Manager will be responsible for HCD’s Housing Stability & Major Initiatives performance measurement and routine reporting activities. This includes scoping new metrics and analyses, managing maintenance of existing reporting and evaluation activities, and ensuring timely, high-quality analysis is available to inform leadership decisions about ongoing homeless response system changes that impact the region. This includes: 

Supporting the evaluation of the Health Through Housing Initiative, through internal analyses and partnering with an external evaluator, culminating in publication by December 2026.
Maintaining routine operational reporting which enables funding through local, state, and federal sources, such as Trueblood Phase V and Continuum of Care. 
Developing monitoring tools in response to leadership priorities related to cross-systems involvement and systems design. 
Centralizing reporting, documentation, and performance measures to ensure communication of key findings is clear and accessible. 
Applying an evaluative lens to required operational activities that enable partners and providers to contextualize the effect of strategic decisions.
Where necessary, oversee pilot evaluations of new programs introduced in HCD to generate evidence on program and strategy efficacy. 

This work will also require deep engagement with HCD Divisional leadership, partners at the King County Regional Homelessness Authority (KCRHA), and members of the broader Seattle King County Continuum of Care (CoC)

The KCICN Data and Evaluation Manager will be responsible for performance measurement and routine reporting activities. This includes scoping new metrics and analyses, managing maintenance of existing reporting and performance incentives, and ensuring timely, high-quality analysis is available to inform leadership decisions about ongoing behavioral health system changes that impact the KCICN. This includes:

Developing monitoring tools to capture network changes that have implications for Country revenue, including measures on encounters, total clients, Medicaid eligibility, and demographics.
Guiding modeling and sensitivity analysis that estimate potential impacts (including financial implications) from system changes and inform strategic decisions
Maintaining routine operational reporting which informs performance incentive payments to County contracted providers, including the P4P and Utilization incentives.
Developing and introducing new metrics and associated incentives such as new authorizations, follow-up after emergency department visits, and initiation and engagement in SUD treatment.
Centralizing reporting, documentation, and performance measures to ensure communication of key findings is clear and accessible.
Applying an evaluative lens to required operational activities that enable partners and providers to contextualize the effect of strategic decisions.
Where necessary, oversee pilot evaluations of new programs introduced in the KCICN to generate evidence on program and strategy efficacy.


This work will also require deep engagement with the Behavioral Health and Recovery Division (BHRD) leadership, Fiscal leadership, and potentially partners in Public Health Seattle & King County (PHSKC).

The work for both positions will be done through leadership of a team of Evaluators and Data Scientists with deep subject matter expertise and a commitment to equity and social justice. The team sits within the larger PME unit comprised of evaluation and data professionals skilled in quantitative and qualitative evaluation methods, data resource development and management, and data visualization. 



These Special Duty Assignment (SDA) opportunities are only open to King County DCHS Career Service employees who have passed their initial probation. The positions are anticipated to end February 2027 but are subject to change dependent on operational needs. 

Job Duties

To be considered minimally qualified applicant must demonstrate a background that provides the knowledge, skills and ability to:
 
Drive Strategic Vision and Direction
Direct and coordinate the performance measurement and evaluation activities, including facilitating conversations to align measures across DCHS strategies and programs. 
Work in partnership with respective Division Leadership and other agencies King County parter agencies to understand rapidly evolving environments and strategic direction; support the PME team in proactively anticipating and meeting needs for partners. 
Oversee the development and maintenance of dashboards and other data products to monitor performance and engage program staff in data-informed continuous quality improvement, and support leadership decisions. 
Oversee the development and design of evaluation projects to demonstrate program efficacy using robust evaluation methods. 
Be a contributing member of the PME Extended Leadership Team.  

Drive Meaning Making of Complex Data
Actively engage internal and external partners in the performance measurement and evaluation process. 
Perform and support analysis and interpretation of data using appropriate statistical methods, data manipulation tools, and an equity lens. This may include overseeing/developing responses to data requests from partners. 
Develop and/or review performance monitoring reports, dashboards, presentations, and other visual representations of data.
Present or lead discussions on relevant data, dashboards, and evaluation findings to committees that include representatives from division staff and cross-division partners.
Participate in selected team, work group, division, and department meetings, including PME Breaking the Cycle workgroup meetings. 
Understand and effectively communicate complex issues for decision-makers without use of technical or evaluation jargon so best practices can be highlighted, and issues can be escalated, mitigated, and addressed. 

Lead and Support a Highly Technical Team
Manage a team of evaluators who perform most of their work in R, SQL, and Tableau. Provide task supervision, ongoing professional development, performance appraisals, etc. 
Lead work planning and prioritization to ensure team capacity and workflow alignment to meet immovable reporting deadlines.
Foster autonomous, high-quality work while contributing to an integrated and supportive team culture. 
Develop new procedures/processes and make time for the following: standardization of pipelines and tools, consistent documentation, regular code review, cross-training, etc. 
Contribute to the development of a cohesive unit-wide culture and shared work processes.

Experience, Qualifications, Knowledge, Skills

WE ARE LOOKING FOR CANDIDATES WHO HAVE:
Demonstrated direct work experience (typically 4+ years) in performance measurement and evaluation. 
Demonstrated experience in performance measurement and/or evaluation of housing stability programs OR behavioral health programs; preference for experience working with large administrative data systems, especially Homeless Management Information System (HMIS) OR those containing health or behavioral health claims or encounter data.
Experience with data management, analysis, and visualization tools such as SQL, R, and/or Tableau.
Demonstrated knowledge of quantitative analysis principles and methods; study design and advanced analytic procedures; data collection methods, including surveys; and computerized database systems.
Strong oral and written communication skills, including the ability to present findings clearly to a variety of non-technical audiences.
Experience successfully managing complex projects, anticipating stakeholder needs, synthesizing information, making decisions, and meeting deadlines.
Deep knowledge of equity and social justice principles and practices; lived experience with and/or understanding of the effect of place-, race- and policy & systems inequities on communities and populations.
Strong problem solving and interpersonal skills, including the ability to maintain collaborative relationships as part of a team and navigate multiple competing needs. 

DESIRABLE QUALIFICATIONS:   
Knowledge of homeless response system and related reporting requirements OR behavioral health service delivery systems highly desirable, including experience working withing the behavioral health delivery system as a provider or lived experience with behavioral health system services.
Familiarity with common measurement constructs for homeless response system performance, particularly HUD-defined system performance measures.
Familiarity with Medicaid-funded behavioral health services and associated reporting requirements and payment models.
Familiarity with common measurement constructs for measurement of Medicaid-funded services, including HEDIS measures. 
Recent experience in supervising staff OR providing functional leadership, mentorship, and/or task supervision to technical professionals.




ADDITIONAL POSITION INFORMATION:
These positions have been designated Non-Mission Critical. Unless otherwise directed by the County Executive, department director or agency head, all employees, regardless of designation, are expected to report to work or request leave during an emergency or inclement weather. The PME unit works in a hybrid model, with days in the office as well as telecommuting. The ratio of remote to onsite work will be dependent on business needs and is subject to change. The onsite location is Chinook, 401 5th Ave, Seattle, WA 98104. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

King County has a robust collection of tools and resources to support working remotely. The individual selected for this opportunity will join an innovative and progressive team that is redefining how we work as we transition to the department's hybrid environment. Employees will be provided with a County-issued laptop and must maintain a home workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.
These positions are exempt from the provisions of the Fair Labor Standards Act and is not eligible for overtime. Typical hours are Monday - Friday, 8am - 5pm.
